  Sibling rivals Stephen and Brian McCaffrey (Kurt Russell and William Baldwin) are employed by the same Chicago Fire Department that their now-deceased father once worked for. Suspicious fires are being set, and Arson Inspector Donald "Shadow" Rimgale (Robert De Niro) steps in to investigate. The investigation leads to corrupt Alderman Marty Swayzak's (J.T. Walsh) connection to jailed pyromaniac Ronald Bartel (Donald Sutherland). Meanwhile, Brian suspects that his brother Stephen might be playing an important role in the arsons. All forces come together in phenomenal fire-fighting scenes.
