In this story about U.S./Soviet Cold War relationships, United States Navy Captain Eric Finlander (Richard Widmark) becomes obsessed with the mission of his destroyer to seek out Soviet submarines. Assigned to do an article on Finlander, reporter Ben Munceford (Sidney Poitier) is aboard the destroyer and is documenting events taking place. During a cat-and-mouse game involving a Soviet submarine that is patrolling the same area, tensions rise, and one of Finlander's young officers, Ensign Ralston (James MacArthur), accidentally fires a nuclear weapon, which results in tragedy.

The partner of the deceased agent, Jimmy Mercer (Wesley Snipes), wants to avenge the partner's death and is given one week in which to find the killers of his partner before he is transferred. At the same time, Diamond is trying to come up with money owed to the Mafia, and he is trying to deal with his long-suffering wife Mona (Valerie Perrine). A final showdown at the local dance hall lies ahead.
