American journalist Bob Wilton (Ewan McGregor) arrives in Kuwait in 2003 trying to find a life after his marriage failed. He teams up with mercenary Lyn Cassady (George Clooney) who tells him about an Army program of the past, led by Bill Django (Jeff Bridges). The program trained soldiers to fight with their minds and negate the need for armed combat. The First Earth Battalion was disbanded after a power struggle between Django and Larry Hooper (Kevin Spacey), but Cassady and Wilton discover that their psychological methods are still being used in the war against terror.
