U.S. Army Sgt. Johnny Gallagher (Gene Hackman) is escorting his prisoner, Boyette (Tommy Lee Jones), from Germany to Washington, D.C. when Gallagher is mugged in a washroom at the airport. Boyette escapes, and Gallagher tries to track him down. In the process, Gallagher learns that Boyette is a pawn being used by senior military officers to prevent an arms control treaty between the U.S. and the U.S.S.R., and Soviet Col. Glen Whitacre (John Heard) wants to stop Gallagher before he ruins the plot. The ensuing twists and turns of events are thrilling.
