  There is a serial killer on the loose in New York City, and Nick Starkey (Kevin Kline) is called back into service by his brother, the NYPD police commissioner Frank Starkey (Harvey Keitel), to track down the killer. Mayor Eamon Flynn (Rod Steiger) gets Nick reinstated on the force. During his investigation, Nick manages to have an affair with Flynn's daughter, Bernadette (Mary Elizabeth Mastrantonio), and still finds the killer.
