Government assassin Waxman (Dolph Lundgren) has a conscience. Several years earlier he and his rookie partner (Gina Bellman) failed in a hit, and she thought Waxman was killed. Now, she finds he is still at his job, and they team up on another hit. They work from the upper floors of a Montreal skyscraper that is under construction and have most of their adventures from there, including bickering and sex.
