  The tyrant Profion (Jeremy Irons) sets out to overthrow the peaceful kingdom of Izmer, which is ruled by the teenage Empress Savina (Thora Birch). Profion seeks the key to success in challenging Savina's rule: a scepter that controls Izmer's Golden Dragons. Savina, in turn, must find the red scepter that controls the Red Dragons, which is even more powerful than the Gold Dragons.

Not unexpectedly, Peter falls for Tanya and longs for the day when she will have "normal" sex.
