Ricky Ross (Glenn Plummer) wants to work his way out of the Los Angeles slums, and selling drugs is a good way to make money. He forms the "Freeway Boyz" and sets up the drug operation–not knowing that his suppliers are affiliated with the CIA.

The four of them go diving for treasures and find a large cache of cocaine in a sunken airplane. Bryce and Amanda think they can make money by selling the drugs and seek help from drug entrepreneur Primo (Tyson Beckford). This is a bad decision because they have underestimated just how dangerous Primo can be.
