"Top Gun" (Tom Cruise) tactics have moved from the air to the racetrack in this fast-paced film about a young rookie who tries to unseat the champion. Cole Trickle (Cruise) is discovered by businessman Tim Daland (Randy Quaid) who commissions former stock-car racer Harry Hogge (Robert Duvall) to build a car and then hires Cole to drive it. Cole wins the respect of Hogge who teaches him the intricacies of winning on the stock car circuit. But, a crash lands Cole in the hospital with his rival Rowdy Burns (Michael Rooker), and Cole and Rowdy now become friends after Rowdy's injuries force him to bow out of racing. At the same time, Cole is attracted to his doctor, Claire Lewicki (Nicole Kidman), who gives him the courage to race again.

While ATF agent Doug Carlin (Denzel Washington) investigates the bombing of a New Orleans ferry in which 543 people were killed, he is recruited by FBI agent Pryzwarra (Val Kilmer). The FBI provides Carlin with a top-secret surveillance machine that allows him to look through a time window and observe events that took place four days and six hours ago. Carlin watches events in the life of Claire Kuchever (Paula Patton) whose body was found in the ferry wreckage. Carlin knows that Claire had been murdered previously before the ferry explosion, and now, events heat up as Carlin watches, tries to save Claire from being murdered, and falls in love with her in the process.
