LA cop Joe Case (Jack Lucarelli) visits his former partner Dave Buchanon (Jameson Parker) in an Arizona border town and witnesses a murder. The killer is Jake Wheeler (Gerald McRaney) who happens to be a deputy working for Sheriff Mitchell (Wilford Brimley). Joe reports the murder, but no one appears to believe him. When Dave realizes that corruption is the name of the game in his department and that illegal immigrants are being victimized, he and Joe join forces only to discover that the police scandal and the usual dirty politics are only a few of the obstacles with which they must deal.

The operation is performed at OCP–Omni Consumer Products, the corporation that runs the futuristic city–and RoboCop is out on the streets defending justice. His former partner Officer Anne Lewis (Nancy Allen) tries unsuccessfully to help RoboCop remember his past as he pursues the criminals who tried to kill him. Followed by two sequels.
