  A CIA chief, Ross (Charles Durning), struggles for control, and rival chief Cooper (Dabney Coleman) stands in his way. Ross devises a scheme in which he randomly picks out a man with one red shoe, concert violinist Richard (Tom Hanks), and tells Cooper that the man is suspected of being a super-agent and that Cooper should keep a close eye on him. Cooper brings in Maddy (Lori Singer) to seduce Richard, and Richard falls in love with her–all of which leads to even more complications.
