Mad bomber Howard Payne (Dennis Hopper) attempts and fails to extort money from the city by holding elevator passengers hostage, but L.A. cop Jack Traven (Keanu Reeves) and his partner Harry Temple (Jeff Daniels) come to the rescue. Now, Howard seeks vengeance by planting a bomb on a city bus that will explode when the bus goes less than 50 mph if Howard does not receive $3.7 million.
