In 1850s' England, twelve-year-old, chimney sweep apprentice Tom (Tommy Pender) escapes after being framed for a theft, and he leaps into Dead Man's Pool. Tom helps the Water Babies escape from the lake and gain freedom in the ocean. Now, Tom can return home where he finds the thieves, clears his name, and lives happily ever after. A cast of character actors provides the voices of the animated Water Babies that live under the sea in this film that mixes live-action with animation.
