  Victor Herbert's operetta is once again brought to the screen with Drew Barrymore in the role of 11-year-old Lisa Piper who bumps her head and finds herself in Toyland. After she runs into Barnaby (Richard Mulligan) who is plotting to take over Toyland, Lisa joins Mary Contrary (Jill Schoelen), Jack-be-Nimble (Keanu Reeves), and Georgie Porgie (Googy Gress) and asks the Toymaster (Pat Morita) for help.   Charlie Chan (Peter Ustinov) leaves the comfort of retirement when he is asked to solve a series of San Francisco murders. Although the situation turns crazy, Lee's fiancee Cordelia (Michelle Pfeiffer) sees nothing wrong with his behavior. Amidst the craziness, Charlie deals with his old nemesis, The Dragon Queen (Angie Dickinson), who he had sent to prison many years ago. She is out of prison and determined to get even with Charlie.

Along the way, Oliver gets help from Mr. Brownlow (Michael Hordern) and, later, barmaid Nancy (Cherie Lunghi), but it will take a lucky inheritance to save Oliver.

He survives and heads back to England, but the Gestapo is on his trail, so he must go underground to do battle with his enemies.
