An American Naval officer, LCdr. Tom Farrell (Kevin Costner), is ordered to the staff of the Secretary of Defense in Washington, D.C., where he meets and has an affair with a local woman, Susan Atwel (Sean Young), who is then found murdered. Farrell is assigned the task of solving the crime and learns about a government cover-up. Susan had been having an affair with Secretary of Defense Brice (Gene Hackman), and he killed her. Brice's aide Scott Prichard (Will Patton) has covered up the evidence and even plants the story that a KGB mole killed Susan.
