  During the post-Civil War era, Texas citizens are being terrorized, and ranchers Roy and Gabby (Roy Rogers and George "Gabby" Hayes) become involved in uncovering the culprit. They come to the aid of Union officer Col. Denbigh (Wade Boteler) who has been assigned as the Military Governor of the district. When Denbigh is killed, it turns out that Capt. Jeffries (Arthur Loft), who served under Denbigh's command, is responsible for the bloodshed. Now, Roy and Gabby rally the ranchers to secure their area.
