It is Election Day, and bright 12-year-old Molly Johnson (Madeline Carroll), who has been taking care of her worthless, beer drinking father Bud (Kevin Costner), sneaks into the Texico, New Mexico, polling station and votes on her father's behalf. A mechanical failure erases "Bud's" vote, and, as Bud waits to recast his vote, it becomes known that the close, national election rests on Bud's one vote that will decide for whom New Mexico casts its electoral votes. Now the media, including local journalist Kate Madison (Paula Patton), jumps on the story, and the candidates–Republican incumbent President Andrew Boone (Kelsey Grammer) and Democratic liberal Donald Greenleaf (Dennis Hopper) sweep into town, catering to Bud's every whim in hopes of gaining that one deciding vote.
