Jobe Smith (Matt Frewer) is back in action, but now he has moved from the suburbs to the city–a Los Angeles subway system to be exact. Also back is Jobe's fan, Peter Parkette (Austin O'Brien). An inventor (Patrick Bergin) has produced the Chiron Chip, which links computer networks all over the world. Jobe knows possession of the chip will lead to control of the world and sets out to build the chip.

But, Horace had made a pact with the Devil and returns as an evil spirit, possessing others and making them continue the killings. The ultimate goal is to take revenge on Jonathan. Plenty of satire and rip-offs of other films. Fun, in a sordid sort of way.
