Two good friends were raised as brothers Saul and Amos since they were young boys and adopted by CIA official John Eliot (Robert Mitchum). Eliot trained them to be CIA agents, and now they enter the agency and are given the code names Romulus (Peter Strauss) and Remus (David Morse). What they do not know is that Eliot is building his own private army within the CIA. After Romulus takes a job that results in the death of civilians, he finds himself on the run from the CIA. He learns that Eliot betrayed him and Remus from the time they were taken into his home as children and that he "adopted" 18 other boys as well to form his new army. Now, Romulus and Remus team up in seeking revenge against Eliot for all the years he had deceived them and for all the others he had hurt over the years. 1 User Review
