The Universal Soldiers–deceased Vietnam combat troops that have been resurrected into cyberwarriors–rise in rebellion when the military's supercomputer, SETH (Michael Jai White), that controls the soldiers goes haywire upon news of a projected downsizing of the troops. To the rescue comes Luc Devereaux (Jean-Claude Van Damme), a former Universal Soldier and the only one capable of battling the rebels.
