  Wally (Wallace MacDonald) and his adopted brother Ken (Ken Maynard) find themselves in the middle of a conflict between the cattlemen and the sheepmen. Their father, cattleman Winchester "Win" Thompson (Walter Law), hires gunman Butch Martin (Albert J. Smith) to get a sheepman to move, and Butch shoots him. The sheepman's daughter Judy (Ruth Hall) moves onto the Thompson ranch where Ken and Wally compete for her attentions–and, by story's end, Judy will pick one of them to live with happily ever after.

  The Texas Rangers are on the trail of a mysterious killer known as "The Whispering Skull" who commits his crimes at night, wearing a mask and riding a horse that is silent. Sheriff Marvin Jackson (George Morrell) knows the identity of the "Whispering Skull." After the sheriff is killed, Ranger Tex Haines (Tex Ritter) poses as the killer in order to bring the real culprit out in the open.
