  Backed by multi-millionaire Cornelius Vanderbilt (Peter Boyle), mid-19th century American doctor, lawyer, journalist William Walker (Ed Harris) gathers together a group of mercenaries, invades Nicaragua, and takes over the government. His purpose is to bring stability to the country and, in the process, ensure the safety of Vanderbilt's steamships traveling in the area. Walker proclaims himself President, but government corruption continues, Walker loses all support, and the Nicaraguans drive him out after just a couple of years.
