Isabel (Greta Scacchi) flees Cuba with her daughter after her husband Nestor (Jimmy Smits) is jailed for political reasons. Eight years later Nestor is released and also flees to Miami where he finds that Isabel is romantically attached to Sam (Vincent D'Onofrio), a fisherman who had rescued her at sea. A love triangle ensues as we follow the dangerous lifestyles faced by the Cuban-Americans.
