So–the U.S. is asked for money to start a Grand Fenwick Space Program, which is, in reality, just money to fix the plumbing. But now the fun starts as the U.S. grants the request.

Tom helps the Water Babies escape from the lake and gain freedom in the ocean. Now, Tom can return home where he finds the thieves, clears his name, and lives happily ever after. A cast of character actors provides the voices of the animated Water Babies that live under the sea in this film that mixes live-action with animation.

After the deception is revealed, Robert becomes involved with Kay O'Neill (Sylvia Syms) who helps him sell his paintings, and Suzie and playboy Ben Marlowe (Michael Wilding) become an item. Those affairs end, and romance begins between Suzie and Robert, which, after a tragedy ensues, ends with Robert asking Suzie to marry him.
