This is an unusual film with violent, intense action. Jeffrey Chow (Chow Yun-Fat) is a hit man ready for retirement in order to care for his girlfriend Jenny (Sally Yeh) who he has accidentally blinded. When he is betrayed by his boss, he teams up with Detective "Eagle" Lee (Danny Lee) who has been assigned to get him to fight off the REAL bad guys. The characters are well developed, the directing is superb, and the action is spectacular.

A good cast contributes to this tale that is different from the martial arts flicks usually attributed to Jackie Chan–in fact, he is a supporting actor, though first-billed. A policeman (Tony Leung Kar-Fai) goes undercover in a prison to get the goods on a possibly corrupt warden. He finds that the warden fakes executions of inmates and then has them trained as assassins.
