Set in a post-apocalyptic world covered by contaminated debris fields, people live in cramped dwellings eating synthetic food. The birthrate of mutants is also increasing, resulting in the use of a Cyborg force to control population. One man, Moses Baxter (Dylan McDermott), dares to venture out in the wasteland, where he picks up debris that he might be able to sell. He comes across some android parts, which he takes to his girlfriend, Jill (Stacey Travis), who welds metal art objects. But the new find is part of a Cyborg, and it rebuilds itself from the parts Jill has on hand and then begins a killing rampage.

This film is the last of the series of "Dracula" movies starring Christopher Lee as Dracula. This time, Dracula heads up a Satanic cult of scientists and politicians, and he develops a plague that will, when released, wipe out life on Earth. Vampire researcher Lorimar Van Helsing (Peter Cushing) tries to stop him, and Count Dracula kidnaps Van Helsing's granddaughter Jessica (Joanna Lumley) and holds her hostage. When Van Helsing learns that it is Dracula–his arch enemy–who is holding Jessica hostage, will he finally do away with Dracula?
