  Following the murders of prison inmates, L.A. cop Louis Burke (Jean-Claude Van Damme) goes undercover as a prisoner and infiltrates the prison system to investigate. He does make friends with inmate Hawkins (Robert Guillaume) and others who help him with the investigation. But, more murders take place, and Burke's cellmate is killed before Burke finally finds the culprit behind the crimes.

  While talking to her 17-year-old daughter over the cell phone, Karen McCann (Sally Field) listens helplessly as the conversation is interrupted, and her daughter is raped and murdered by Robert Doob (Kiefer Sutherland). Sgt. Denillo (Joe Mantegna) tracks down Doob, but, due to a police error, Doob escapes being convicted and is paroled. Karen's husband, Mack (Ed Harris), wants to forget the tragedy and go on with life, but Karen turns to hit man trainers for help and learns how to shoot a gun. How far will Karen go?

  On a car trip to California, Jim (C. Thomas Howell) picks up psychotic hitchhiker John Ryder (Rutger Hauer), and, from that point on, his excursion turns into a nightmare. John points a switchblade at Jim's crotch, but when Jim escapes, a game of cat-and-mouse begins. John is a serial killer, and he leaves corpses of victims in their cars for Jim to discover, and Jim is framed as the chief suspect in the killings. When Jim meets truck-stop waitress Nash (Jennifer Jason Leigh), the two of them set out, evading the police, to stop John's murder spree and clear Jim's name.
