When David's wife later dies, he kidnaps the judge's wife, rigs a warehouse with booby traps and surveillance cameras to watch her, and tells the judge that he has seven hours to find the evidence to convict the gang members. Thus, the judge must hit the dangerous streets to obtain the evidence. Good grief!
