Dr. Dan Challis (Tom Atkins) and Ellie (Stacy Nelkin) investigate the murder of Harry Grimbridge (Al Berry), and the trail leads them to maniacal toymaker Conal Cochran (Dan O'Herlihy). They learn that Cochran designs masks containing chips that he can activate on Halloween night. The chips are deadly and are the means to hatch his plot to murder children as they embark on their night of "Trick or Treat." Will Cochran be stopped before committing his deadly act?
