When American human rights activist James Rhodes (Jeff Daniels) comes to Tijuana, Mexico to oversee elections in a U.S. owned factory, he encounters unsolved murders and suspects that they are related to the upcoming election. With permission from State Department official Douglas Draper (James Spader), Rhodes joins forces with police detective Castillo (Clifton Collins Jr.), and the two men, representing opposite sides of the border, work together to solve the crimes.
