Frank and the Legion members burn down the Dombrowski family's chicken farm, and the family leaves town. Frank now gets the job of foreman, but tragedies lie ahead–beginning with his wife Ruth (Erin O'Brien-Moore) leaving when his job and the atrocities he commits with the Black Legion take up most of his time. Now, matters go from bad to worse as murder and a prison sentence follow with the Black Legion behind the whole thing.

Nominations were received for Best Picture and Director, and another Oscar was received for Best Original Story.

At first, Red Hawk is suspected, but he is vindicated when the real culprit is revealed.

Now, Brick joins the F.B.I. as an agent where he is looked upon with suspicion because of his background ties to McKay. Nevertheless, Brick sets out to avenge the death of Eddie and follows a trail of murders that extends from New York to the Midwest. Based on Gregory Miller's book "Public Enemy No. 1."
