New York City detectives Rooster (Al Pacino) and Turk (Robert De Niro) are on the trail of a serial killer who leaves poems justifying his actions at the scene of the crimes. The killer seems to have ties to a case four years before when Turk set up an acquitted killer by planting a gun in his apartment. Detectives Perez (John Leguizamo) and Riley (Donnie Wahlberg) join the case after working on a similar murder case, and Perez begins to suspect that there is more to Turk than meets the eye. Even Turk's girlfriend Detective Karen Corelli (Carla Gugino) begins to question his actions–especially after the gun that Turk planted in the acquitted man's apartment appears to have a connection with the guns left at the scenes by the serial killer they are pursuing.
